Scope of Work - Main duties, settings, geography, reporting relationships, other relationships:
Responsible for safe and reliable operation of the Bulk Electric System and all associated transmission and substation assets. Supervise and direct the activity of electric power system operators (Section Operators) who direct the actions of field employees responsible for the operation and maintenance of the Company's electric power system. Has the responsibility and authority to implement real-time actions to ensure the stable and reliable operation of the Bulk Electric System. Monitors and responds to electric power system reliability events and operating parameter violations. Is responsible for the safety of employees involved in field operations and maintenance activity. Directs the switching of Company and interconnected electric power system facilities to maintain operation within respective reliability criteria.
MAJOR ROLES AND RESPONSIBILITIES (Scope of work - range of responsibilities):
- Monitors and evaluates electric power system alarms and events, prepares and initiates corrective action response. Anticipates and responds to actual or predicted thermal and voltage violations on the electric power system. Provides direction and assistance to operations staff during electric and/or gas system emergencies. Prepare reports on system disturbances as required.
- Responsible for complying with the applicable NERC reliability standards and applicable reliability criteria as defined by NPCC, NYISO, NYSRC, and internal policy and procedure.3. Evaluates reliability impact of planned maintenance outages. Reviews and directs the switching of Company electric transmission and distribution facilities for scheduled inspection, maintenance, and testing, and is responsible for the safety of employees involved with the associated field maintenance activity.4. Evaluates and directs the response to spontaneous transmission, generation, or substation equipment outages.
Initiates action to manage and limit risk of uncontrolled failure of components or cascading outages of the interconnection. Plans emergency isolation and restoration activity to minimize duration and number of customers interrupted to achieve CAIDI/SAIFI reliability targets 5. During normal and emergency conditions, has the authority to direct timely and appropriate real-time actions. Such actions shall include shedding of firm load to prevent or alleviate System Operating Limit or Interconnection Reliability Operating Limit violations. These actions are performed without obtaining approval from higher-level personnel within the organization. 6. Provides operations and communications interface with NYISO and market participants located in Company's area. Initiates control action or other processes as requested by NYISO within area of jurisdiction. Performs hourly energy accounting functions to support calculation of Company's transmission district load. 7. Directs after-hours customer service trouble dispatch activity including the dispatch of field operations crews in response to electric and gas distribution trouble and emergencies. 8. Direct, plan, document, review and/or appraise the work of subordinates, provide coaching, counseling, and disciplinary action for Union employees. Schedule shifts and provide technical guidance and expertise toemployees engaged in the operation of the electric and/or gas system. Develop and implement general operating practices, procedures, and methods that promote the safe and reliable operation of the electric power system.
Education & Experience Required:
Bachelors Degree with a minimum of 4 years relevant experience preferred. Associates Degree with a minimum of 7 years relevant experience or High School/GED with the completion of the relevant progression program and 10 years relevant experience required.
Supervisory experience preferred.
In-depth knowledge of interconnected electric power system operations, generation characteristics, electrical equipment operations, system protection.
Experience and knowledge of electric equipment isolation and tagging procedures.
Experience and knowledge of energy control systems and electric power system network analysis applications.
Knowledge of customer service procedures desirable.
Knowledge of outage management systems.
Knowledge of labor relations practices.
- NERC Reliability Operator or Transmission Operator certification or the ability to certify within 1 year.

Demonstrated administrative and decision-making abilities.
Required to work a 24X7 shift rotation comprised of 12-hour shifts that include nights, holidays, and weekends.
