DUTIES AND RESPONSIBILITIES - The Director of Employment Services is responsible for administrative oversight of employment programs including NYS OPWDD Supported Employment services, various employment training programs, and Community Contracts. The specific duties and responsibilities of this position include, but are not limited to, the following items specified in the five standards of performance listed below:

I. JOB KNOWLEDGE

  • Responsible for ensuring and monitoring adherence to all State & Federal, ACCES-VR, NYS OPWDD regulations/requirements related to employment services.

  • Provide oversight to employment service planning, documentation and billing, ensuring timely and accurate submission of Medicaid and other funding regulations/requirements

  • Prepare and/or maintain adherence to the approved budget for assigned agency programs

  • Participate in program development including providing financial and operational analysis and needs assessment

  • Review and proactively address any Corrective Action Plans as necessary or defined

  • Responsible for the direct supervision of assigned program coordinators and oversight to department staff that includes recruitment, training, evaluation and termination of staff in accordance with agency personnel policies and practices

  • Review and/or approve staff time sheets, leave requests and overtime accruals

  • Complete and/or review staff performance evaluations within required agency timeframes

  • Network with community resources to increase awareness of program offerings

  • Represent the agency in a professional manner and act as a positive role model to individuals served, colleagues, and community members

  • Any additional duties as assigned

II. TEAMWORK

  • Encourage and maintain a positive working relationship with all departments in the agency, staff, program participants, parents, and community partners/employers.

  • Assist in developing goals and objectives to facilitate program growth; provide regular follow up regarding progress and/or areas of concern

  • Represent the agency Employment Service Department on committees and boards, as requested

  • Collaborate with the VP Vocational & Employment Services with regard to recruitment needs, program expansion, budget maintenance

  • Facilitate and manage personnel issues as well as parental grievances

  • Communicate all health, safety, individual and/or program concerns, sensitive situations and incidents to supervisor and care provider

  • Attend and participate in all required and/or requested departmental or agency meetings

III. DOCUMENTATION

  • Complete required documentation in conformance with rules, regulations, policies and procedures and billing practices

  • Perform documentation reviews to ensure records are maintained in conformance with rules, regulations, policies, procedures and billing practices

IV. COMPLIANCE & ACCOUNTABILITY

  • Provide administrative oversight to ensure programmatic compliance with all applicable regulations, Medicaid requirements, and agency policies

  • Complete audits of billing documentation and develop corrective action steps as necessary

  • Complete supervisory investigation and/or administrative review of assigned incident reports and generate appropriate recommendations

  • Identify and report any untoward incidents

  • Identify, report and/or correct all safety hazards including physical site-based problems and/or unsafe work practices and assist with investigating all work-related accidents as requested

  • Comply with all State and Federal regulations along with agency policies and practices

V. TRAINING & DEVELOPMENT

  • Obtain and maintain required agency training and OPWDD mandated training

  • Attend all required training, staff development programs and staff/agency meetings as required by the agency and/or State and Federal regulations

  • Develop, coordinate, and facilitate staff training opportunities

SPECIAL REQUIREMENTS:

Supervisory and/or program management experience.

Solid knowledge of and experience working within OPWDD system.

Possess strong interpersonal skills including effectively communicating ideas/directions, maintaining professionalism, excellent written and oral communication skills.

Ability to prioritize tasks and effectively manage time.

Able to work scheduled hours that may include overtime, weekend and/or holiday timeframes and maintain an acceptable work attendance as defined in the agency-s employee policy manual.

Be computer literate with knowledge in agency operating systems and applicable software required for department needs.

Demonstrate sound judgment in normal work and emergency situations.

Must physically be able to perform required certifications and lift twenty-five (25) pounds.

Possess a valid driver-s license acceptable to the agency-s insurance carrier.

QUALIFICATIONS:

Master-s Degree in Human Service field and (3) three years of experience in an administrative capacity

Bachelor-s Degree in Human Service field plus (5) five years of experience in an administrative or supervisory capacity

-OR-

A combination of education and experience that, in the opinion of the reviewing agency, exceeds the above standards of the program.
